I don't know about the 30's, but AC mentions news-paper delivery in a couple of her books (at least), one in the 50's and one in the 70's (A murder is announced and Nemesis). In both, the newspapers are delivered by boys on bicycles. In "White Boots" ("Skating Shoes in the U.S.), by Noel Streatfield, published in 1951, the heroine's brother takes a "paper route", delivering newspapers, to pay for his sister's rental of skating boots. So that I doubt if in the 30's, newspapers were delivered by mail.
